BRIEFING ON FINANCING OF UKRAINIAN SCIENCE

December 17, 2015 the Verkhovna Rada of Ukraine a briefing of MP Irina Suslova dedicated to financing research activities in our country. The briefing was also attended by young scientists - the Institute of Molecular Biology and Genetics of NAS of Ukraine Candidate of Biological Sciences Alexander Skorokhod and the Institute of Physics of NAS of Ukraine candidate of physical and mathematical sciences Anton Senenko.

People's deputy of Ukraine Ivan Suslov said that the adoption of the draft Law of Ukraine "On State Budget of Ukraine for 2016" in its current form will lead to the actual destruction of domestic science. In her view, the planned government reforms threaten the existence of institutions of Ukraine. In particular, the proposed bill, said I. Suslov as are expenditures on research volume of 0.3% of GDP (nearly 2.8 billion USD.). While even this year the figure was about 0.6% (nearly 4.2 billion USD.). By comparison, public spending on science in Kenya, up 0.7% in the European Union - at least 2% (such funding deemed necessary minimum). Therefore, if the leadership of our country has officially declared the strategic course of European integration, government spending on national science should be close to the European level.

According to A. Skorokhod, the potential positive effects of recently adopted Verkhovna Rada of Ukraine of the legal act and samenovoho Law of Ukraine "On scientific and technical activity" may be offset by the provisions of the Law of Ukraine "On the State Budget of Ukraine for 2016" . If the latter is adopted by the Verkhovna Rada of Ukraine in its present form, our country runs the risk of incurring Firstly, significant personnel losses in science (primarily refers to young scientists who see better prospects for the use of their knowledge and skills abroad) and, in- Second, the destruction of research infrastructure, without which domestic science can not develop further. Reforming the scientific sphere in Ukraine, according to A. Skorokhod, is an important and valid the relevant law contains the necessary strategy and tools. Only subject to its provisions Ukraine will realize its considerable potential and to become a developed country with high technology production and innovative economy.

He also noted that the effective strengthening of the security and defense of our country is impossible without the development of domestic scientists.
